Colonel Leblanc has been interviewed and quoted by the national media on several occasions. He has appeared on national television and in print. He has appeared as an expert witness in front of Canadian Government Standing Committees on National Defence and Security.

He regularly participates in national and international conferences on the Arctic. A recent selection follows:

He was a participant in a forum on the Arctic and energy at the Canadian Embassy in Washington on 13 April 2015
